Joe 90, so named for his resemblance to the classic Gerry Anderson puppet character, is a former law student (having taken - and failed - the bar exam sixteen times) who lives in Wendy's apartment building. He likes to make creepy phallic sculptures, a habit looked down on by his fellow illegal subletter Lacey Thornfield.
Pip lowers Joe 90's rent so Joe will perform security for the building, rather than spending actual money on security. Joe does this by recording the exterior entrance of the building, storing the security tapes in his apartment. He is a friend of Wendy, Lacey, and Noser, and not at all fond of Pip.
Joe 90 lives in apartment 5A.
